PR - Atlantic Pilot Program

Due to its success, the government has committed to making this pilot a permanent program. It will continue to be a flagship regional economic immigration program, complementing the provincial nominee programs in each Atlantic province.

  • PR-Atlantic pilot Program is Created to fill permanent labour shortage needs of employers from four Atlantic Provinces.
  • Pilot project until December 31, 2021.
  • There is an intake of permanent resident applications for the Atlantic Immigration pilot each year.
  • If the employer is in urgent need for the foreign worker before the results of their permanent resident application, they are eligible to apply for a one-year Labour Market Impact Assessment (LMIA)-exempt employer-specific. See below for work permit eligibility.

Employer:

  • The employer wants to hire full-time, non-seasonal international candidates;
  • The employer and their business are well-established and in good standing; and
  • The employer is committed to meet the settlement needs of international candidate(s) and accompanying family members.

Requirements for Atlantic pilot Program

Job Offer:

  • have a job offer that is from a participating employer in one of the Atlantic Provinces,
  • be full time (minimum 30 hours per week) and non-seasonal,
  • have at least a one year contract, and
  • at type 0, or skill levels A,B or C of the National Occupational Classification (NOC)

Work Experience:

  • minimum one year of full-time (or part-time equivalent) work experience in main occupation within the last three years. Full time work is minimum 30 hours per week of paid work;
  • have performed the substantial number of duties as per the NOC A,B,C,O and all essential duties;
  • must have paid work experience (volunteer work or unpaid internships do not count);
  • have worked overseas or if the FN is in Canada proof of legal status.

Education:

  • have a high-school diploma, post-secondary certificate or degree that is valid and equal to a Canadian equivalent.
  • if studies were not completed in Canada, an Educational Credential Assessment (ECA) is required .
  • the ECA report must be less than five years old on the date they receive the application.

Language Requirements:

  • have minimum level 4 in the Canadian Language Benchmark (CLB) or the Niveaux de competence linguistique canadiens (NCLC) for listening, speaking, reading and writing.
  • do mandatory language testing and submit the original results with the application.
  • if the language testing is already done, the  test results must not be more than two years old on the date the application is received.

Funds needed to settle in Canada:

The foreign national must have enough money unencumbered by debts or obligations to support him/herself and their family whether accompanying them or not, after they arrive in Canada.  It cannot be borrowed money from another person. Proof of funds must be submitted with their application. Proof of funds can be in form of:

  • current bank statements or certification letter
  • proof of your savings balance
  • deposit statements

Eligibility for temporary work permit:

Foreign nationals who receive a job offer from an employer and a Referral Letter issued by one of the Atlantic Provinces may be eligible to apply for a one-year Labour Market Impact Assessment (LMIA)-exempt employer-specific work permit under section R 204(c) of the Immigration and Refugee Protection Regulations. The Referral Letter is issued once the province has:

  1. received the needs assessment and settlement plan and the job offer provided by the employer;
  2. has confirmed receipt of a commitment by the applicant to submit an eligible permanent resident application within 90 days from the submission of the work permit application; and
  3. ensured that the documents are complete.

To be eligible to apply for a one-year employer-specific work permit under the program, foreign nationals must submit a paper-based work permit application to a visa application centre overseas or to the Case Processing Centre-Edmonton (CPC-E), if eligible to apply for a work permit from inside Canada. Foreign nationals applying for a work permit under the AIPP are not eligible to apply at a Port of Entry. The application must include:

  • referral Letter issued by one of the Atlantic Provinces requesting that IRCC issue a work permit;
  • signed commitment form “Undertaking for an Application for a Work Permit” exempted from LMIA as part of the Atlantic Immigration Pilot indicating the foreign national will apply for permanent residence within 90 days of submitting the work permit application;
  • an offer of employment number as per section R209.11; and
  • proof of work experience in support of the occupation sought and education.
